The system alloy: consulting firms in the privatization of Brazilian telecommunications

This article presents an analysis of the performance of consulting firms in the privatization of the Telebrás System. Based on a brief review of the role these companies played in capitalism, the study explores their work in defining the strategy for attracting investors, designing the regulatory body, formulating the competition model, the Grant Plan, and of universalization goals. The typical dynamics of the consultancy work allowed them to become the link, or the alloy, between the interests of the Brazilian government and foreign investors, to build a neoliberal model for the sector.
