Hyper-concentrated Telecom: restrictions or divestment in the context of deregulation and state capture?

Abstract

This article presents the current landscape of the ICT complex in Argentina, impacted by the Telecom Group's acquisition of Telefónica and its pending government authorization.
Faced with a new manifestation of concentration of infrastructural power, the article considers the market, economic and financial circumstances. It analyzes the alternatives for limiting the transaction, taking into account the dominant positions, the previous Cablevisión-Telecom megamerger, and the institutional weaknesses in addressing a potential regulatory challenge.
