O Serviço Social Embasado em Direitos como Ferramenta para a Realização dos Direitos Humanos das Crianças Migrantes Venezuelanas nos Países da América Latina

Resumo

Se os fluxos migratórios contemporâneos no Sul Global são frequentemente negligenciados, os desafios decorrentes da migração infantil constituem um “gueto dentro de outro gueto” nos estudos da migração transnacional no Sul, embora o cenário de crescente migração internacional na América Latina tenha testemunhado uma virada desde a eclosão da crise venezuelana em 2013. A estimativa é de que cerca de 2,3 milhões de pessoas tenham deixado o país desde de 2014, com crianças ocupando uma porcentagem importante destes deslocamentos humanos. Este artigo explora como a prática do serviço social embasado em direitos com crianças migrantes venezuelanas pode ajudá-las a superar posições de vulnerabilidade e privação de direitos. O método que adotamos é o indutivo, com a pesquisa bibliográfica servindo como principal mecanismo de busca.

Ana Cláudia Delfini Capistrano de Oliveira, Universidade do Vale do Itajaí (UNIVALI) Escola de Ciências Jurídicas e Sociais (ECJS)

Graduação em História pela Universidade Federal de Santa Catarina (1995), mestrado e doutorado em Sociologia pela Universidade Federal de Santa Catarina (2011). Professora titular da Universidade do Vale de Itajaí, em Itajaí, nos cursos de Direito, Relações Internacionais, no Programa de Mestrado Profissional em Gestão de Políticas Públicas/PMGPP e no mestrado/ doutorado em Educação/PPGE. Tem experiência na área de Sociologia da Infância, Juventude e Políticas Públicas de Gênero. Coordenou os projetos de extensão "Programa de Formação em Cidadania Infanto-juvenil" e "Observatório de políticas públicas" entre 2004 a 2016. Participa dos Grupos de Pesquisa/Cnpq "Dinâmicas Institucionais das Políticas Públicas" dp PMGPP e "Educação e Trabalho", do PPGE. Integrante da Rede Internacional RED HILA: "Red Iberoamericana en Ciencias Sociales con enfoque de género", com sede na Colômbia, desde 2014. É coordenadora do Grupo de Pesquisa/Cnpq: "Sociologia da infância, relações de gênero e políticas públicas" desde 2006 e representante da Universidade do Vale de Itajaí no Conselho Municipal dos Direitos da Mulher em Itajaí.

Bacharelando em Relações Internacionais pela Universidade do Vale do Itajaí (UNIVALI) - Campus Itajaí. Atua como pesquisador na área de Direitos Humanos, integrando o grupo de pesquisa intitulado Direitos Humanos e Cidadania, cadastrado junto ao CNPq e à Escola de Ciências Jurídicas e Sociais da UNIVALI. É monitor e bolsista do projeto de extensão Direito intergeracional e transversalidade: para a igualdade étnica, de gênero e a justiça socioambiental, que realiza ações interdisciplinares no campo da garantia de direitos da criança e do adolescente por meio da oferta de cursos de formação e assessorias às entidades da sociedade civil nos temas transversais apoiado na legislação pertinente à etnia-raça e gênero.
