Abstract

This paper analyses the fight against hunger in Brazil from 1994 to 2014, demonstrating that the Federal Constitution of 1988 and the consequent infra-constitutional norms, the Real Plan and targeted social policies represented the structuring axes of that process. Notwithstanding, it is important to highlight that achieving this objective was only possible with the modernisation of the national State, which improved from its normal version to the logistic one, in accordance with the concept of Bueno and Cervo (2008).
