monitoramento e construção da ameaça nos Relatórios Periódicos do CIE (1985-1991)
Abstract
With the end of the Brazilian military dictatorship, the intelligence community created and refined by the military over 21 years had to adapt to a new political context. Based on the analysis of a body of Periodic Reports produced by the Army Intelligence Center (CIE) between 1985 and 1991, a new perspective on the agency’s activities emerges. Even during the democratic period, surveillance persisted: social movements, left-wing political parties, and power struggles within the National Congress remained key targets. This paper aims to present the main focuses of CIE monitoring between 1985 and 1991, as well as the commentaries produced and circulated within the ranks of the Armed Forces, with particular attention to analyses of the 1988 National Constituent Assembly, military interests, and the Army’s relations with the media.
