Lethal Device in the State of São Paulo: Review of the Contemporary Debate on the use of Police Force and Considerations for the Future

The death of police and non-policemen resulting out of legal and illegal police actions remains one of the great challenges of democracy in contemporary Brazil. Since the re-democratization process, police violence has been present, generally, at the heart of the debate around a public security project. Although many initiatives have emerged and a large body of studies has shown the troubling dimension of the problem, little has been done in terms of implementing effective policies of control regarding the police violence up to today. In front of this worrying situation, this article indicates new possibilities for understanding the persistence of this type of lethal violence, its different faces and perspectives regarding the control of police forces, while falling back methodologically on a bibliographical review and a resumption of the main issues discussed in the last decades in relation to the São Paulo reality.
