Abstract

This article analyzes the formation of the environmental problem that led to policy called Coastal defense of the July 13 neighborhood. in Aracaju/SE. Specifically, it narrates the genesis of the construction
of environmental arguments that supported the rhetoric of imminent risk, as well as the successive stages of its development in the public agenda. 83 news obtained on some of the main news sites in the state
of Sergipe were coded and analyzed using the Nvivo 10 software. The results showed that the use of legal ties and resources became central in the dynamics of the implementation of such policy, due to the degree of conflict between the main groups involved. It is concluded that to better understand the role and place of judicialization in the processes of public policy execution, it is necessary to consider elationally the degree of opposition or alliance between the groups involved in the formulation of public policies, their forms of control of state instances and its ties with the judicial actors.
