Abstract

In this article, we analyze the perceptions and practices of public policies for youth in Sergipe, past ten years, considering their development in the state and municipalities, seeking to understand the process of establishing these policies, their advances, effects and setbacks, mainly observing the participation of young people. Firstly, we circumscribe the context of policies in the country, we define some concepts and then we present empirical data from the research we carried out with documents, with the social media of institutions representing youth, with interviews with coordinators and representatives of youth in the councils, and direct observation. Finally, we make considerations about the experiences of institutionalizing these policies and their adequacy conditions in relation to boosting participation, protagonism and the construction of autonomy among young people.

Author Biography

Frank Marcon, Federal University of Sergipe

He is a Full Professor of Anthropology at the Department of Social Sciences, at the Federal University of Sergipe. Professor of the Master's Degree in Anthropology and the Master's and Doctorate in Sociology at UFS. CNPQ PQ2 Research Fellow. He works mainly with topics such as: identification and differentiation processes; discourses, arts and mediations; youth studies; urban expressions; interethnic relations; and public policies. He holds a PhD in Social Anthropology from the Federal University of Santa Catarina (2005), a Master's degree in History from the University of Vale do Rio dos Sinos (1999) and a degree in History from the University of the West of Santa Catarina (1994) and a degree in Sociology from Uniasselvi (2023). He held a Post-Doctorate at the Interdisciplinary Center for Social Studies of the New University of Lisbon (2022/2023), a Post-Doctorate at Universitat Lleida (2015/2016), in Spain, and a Post-Doctorate at IUL/ISCTE (2010), in Portugal. He coordinates the Group of Cultural Studies, Identities and Interethnic Relations (CNPq Groups). He was Editor-in-Chief of Revista Tomo, at UFS, from 2014 to 2021. He is a member of REAJ - Network of Studies and Research on Youth Actions and Experiences. Member of the UFS Democracy Observatory. Member of the following anthropology and sociology associations: ABA, SBS, APA and ISA.
