Abstract

O objetivo deste artigo é contribuir para a discussão em torno dos processos de legitimação da administração pública. Partindo do exame da polêmica suscitada pela implantação do plano de saneamento da cidade de Juiz de Fora no ano de 1894, procuro revelar – num momento de expansão das atividades estatais
sobre o cotidiano dos moradores – a disputa em torno da definição do papel do político e dos limites da administração municipal. Trata-se, então, de demonstrar como a avaliação dos procedimentos da administração pública está necessariamente imbricada com as concepções de respeitabilidade que regem as relações políticas.
