Abstract

Coastal beaches have gained increasing relevance and complexity for territorial management in Brazil, considering their economic, social, and environmental value, as well as other associated interests. The conflicts and impacts related to the multiple uses and appropriations of these spaces are intensified and become even more significant due to climate change, which imposes new challenges. On one hand, we face the issue of coastal erosion and flooding; on the other, we are confronted with the production of space through urbanization and tourism development of beaches without planning and territorial governance agendas. When considered in their respective analytical complexities, it is evident that beaches gather evidence of environmental risks, but also of public rights, since controversial public policies have threatened their condition as public spaces for common use by the people and for free access. This paper aims to correlate these general problems to Brazilian beaches and the role of science in defining governance flows for these areas, treating them with a territorial perspective. Based on an analysis of three situations in different regions of Brazil, aspects will be presented to assist in the construction of a proposed approach. Initially, the analyzed beaches will be contextualized from their historical occupation and their physical-environmental characterization, after which their environmental impacts, conflicts, and territorial pressures (beach grabbing) will be considered. Finally, governance instruments and research agendas will be raised, pointing towards an integrated analysis of the patterns found and the complexity of the variables involved in addressing this theme concerning Brazilian reality. The article will contribute to the debate on what the beach means for contemporary Brazilian society, as well as to raise awareness of ecological and legal risks and associated socioeconomic pressures, what we propose to conceptualize as coastal squeeze, already evident in different regional realities. It is understood that this debate is highly relevant for the Brazilian coastal zone and its governance challenges.
