This work aims to situate the main educational reforms in the state of São Paulo in the 1990s and, subsequently, evaluate the impact of these changes in relation to the union and the way neoliberalism shaped education and the activities of the Union of Official Teaching Professionals of the State of São Paulo (APEOESP). Our hypothesis consists of the idea that APEOESP was greatly affected by this set of neoliberal policies because, in addition to the institutional mechanisms used to harm the union's action, neoliberalism imprinted a new type of subjectivity that, among other consequences, contributed to the weakening of trade union organization. The methodology used comprised bibliographical research of articles and books that deal with the impact of neoliberal policies in the area of education, as well as bulletins and official data available on the APEOESP website and the São Paulo State Department of Education (SEDUC-SP)
